TENCO Workforce Investment Act Youth Council
Boneal is an active member and has served on the council for the past three years. The council reviews proposals and makes recommendations for the approval of funding grants to school systems and other youth job training service providers in accordance with the National Workforce Investment Act Legislation.

Boneal serves as a member of the WIB Youth Advisory Council. This involvement includes reviewing/approving for recommendation for funding to the WIB Board, proposals for significant budgetary expenditures proposed by a variety of agencies, including school systems to address the needs of workforce training for the young people of our community. This also includes collaboration with state, regional and other local Workforce Investment Act Boards to plan mutually beneficial programs, which will impact thousands of young people in the state of Kentucky. Boneal feels quiet honored to be recognized as corporate leader for our community through this appointment.
Under the act the membership of the WIA Youth Council includes: Members who represent service agencies, such as juvenile justice and local law enforcement agencies; members who represent local public housing authorities; parents of eligible youth seeking assistance under WIA; individuals and members representing organizations that have experience relating to youth activities and members who represent Job Corps Centers. Also, member representatives are from business and education. Members are appointed to the Youth Council by the local WIB, with input and consultation of the local elected official(s).
In addition to planning and managing youth funds received in the local area under WIA, the council exist to build community awareness and demonstrate leadership in addressing key development, education and employment issues affecting youth; facilitate coordination of youth activities in the community; influence and leverage other community youth funds and services; and address the specific needs of youth in the community.
